Firstly, save Tweak UI (included with the Microsoft Windows Powertoys) to a temporary directory on your hard drive and double click on it. Right click on it and select install. You may have to reboot to use it. Now, access it through control panel and go to the tab marked as desktop. Create any of the desktop icons that you want on your desktop as files, and save to any directory that you like. Reboot, go back into Tweak UI, and remove icons such as "The Internet" and "Inbox" when you log in by pressing cancel.
Make all the user profiles you will require, then download and install a small utility which limits access to the Win95 desktop by right-clicking on install.inf and selecting install. Once this is done, run it and highlight the users who are allowed in and then click OK. Now, nobody can bypass the password dialog by pressing escape or logging in as a new user. All potential hackers get is a look at your desktop.
That's it! Now, all other users without a login and password can see is your default desktop by pressing cancel before being logged out automatically.
